Barangay 400, part of Zone 41 in Sampaloc, Manila, traces its roots back to the post-war era when residents began to organize their neighborhood to rebuild their community spirit after the Second World War.
During the 1970s, with the formal establishment of the barangay system under Presidential Decree No. 557, the area officially became Barangay 400. It was recognized as part of Zone 41, District IV, Sampaloc, Manila.
